Universal Studios Park Hours in January

Unsure if this is normal don't think I have previously seen this.
I noticed in January Universal Studios opens at 10am and then is open later in the evening to 9 most nights.
Is this normal don't think I have ever seen it before? I know Epic opens at 10 for regular guests.
