Yes! They are stall indicators to help Guest and CM know which stalls are open! We got them installed a few months ago in EPCOT!

Well I should note that it is supposed to be used as a sink... But because of its questionable condition and lack of soap dispensers...

You can tell because it's got the foot faucet. The "trough" doesn't have a foot faucet.
