Are Disney hotel staff strict about room occupancy rules if our family of six books a room for five and only lists four kids and one adult, understanding that one person wouldn’t receive official guest perks?

Yes. If you’re found out you’ll either have to pay for another room or be trespassed from the property.

If one of the children is under 3 they don’t count for occupancy but still need to be included.

There are family suites at All Stats Music and AoA that sleep 6. Or 2 connecting rooms (not guaranteed) would be your best bet.

Yes, it can be an occupancy and health and safety issue. Not a lot of flexibility if you are noticed, and do you really want to be "hiding" having that stress across your entire trip?

The occupancy rules are based on fire code. You really don't want to get messed up by that. One child under age 3 is not counted towards occupancy. So unless you have a little one, I strongly suggest booking a family suite or 2 rooms and request connecting.

The non-guest would not be included for:
  • early entry
  • extended evening hours
  • 7-day advanced booking of LL
  • charging to the room
  • dining plan
  • free waterpark on arrival day this summer
  • possibly transportation issues if restrictions are in place

People have tried to sneak in without paying for added family and some get away with it while others have been caught. You are taking a big chance. It's called violating resort policy and can get you trespassed. The resort can be held liable for being overly occupied. It's unethical and a form of stealing from Disney. Some people may justify that by saying, Its Disney and we are already paying a high price for that room and they have plenty of $$ and it won't hurt having just one more person. If you booked a room for x number of people, then pay for those people. If it's too expensive then save more $$ before you book.
It doesn't matter that that one person isn't using guest perks. They are utilizing water for showers and bathroom use. Shampoo, soap, towels, toilet paper etc. They are adding more to the cleaning of the room. So they are taking revenue not being paid for by being in that room.

Not to mention a violation of the fire code. Knowingly having more occupants in a room than it is rated for is not a smart thing.
