I don't need to guess. The guest bathrooms, accessible on the northwest corner of the building, are an interior space. The fact that they are not accessed from the interior of the theater or the backstage areas does not change the fact that, for the purposes of the permit, they are "inside" the designated building. There are no restrooms for guests accessible from inside the theater including the lobby spaces--this is one of the limitations. There are some restrooms in the cast and crew areas backstage (over the past 20 years I have talked to friends in theater who have critiqued the back-of-house facilities).The way the permit is labeled indicates its an interior bathroom. But I guess it could be the outer bathrooms to the side of the building that you're thinking.
The permit is very plain. They are updating 20-year-old restrooms.
