If so that’s wild, the permit has to cost 10x more than the receptacle and the 2 minutes of labor to replace it.

This is only a guess, but the slew of GFI receptacle replacements (and other electrical-based permits) makes me wonder if they just got finished with a (fire?) inspection and were told to replace or update them to comply. If so, they may need to file the permits to document their compliance with the city.
