Hard or easy to do is not the issue. ROI is the issue. DCL is already sending out full ships. Why would they waste a dime on a demographic that can barely afford food and shelter?

They have been enforcing it off and on for quite some time. I think Jim Hill got his infamous ban in 2005. It would not surprise me that there might have been issues with this all the way back to the 50's at DL.
